For the creation of the CIVIC AND RELIGIOUS EDUCATION CENTER, the Church is paying attention to ¨the signs of the present times¨, according to Jesus's advice, and tries to be aware of the situation of cuban man and the society he lives in. That is necessary in order to respond to man´s needs because the church has never been away from these needs.
The Cuban Bishops Letter in 1989 on the occasion of the expected visit of the Pope to Cuba, described our situation like this: " A situation of DISCOURAGEMENT, UPROOTMENT, AND FRAGILITY, in which cuban man usually finds himself nowadays¨.
Our analysis on these ¨signs¨ explains their causes, consequences and needs as follows:

1.1. DISCOURAGEMENT.
Causes:
-Lack of alternative projects.
-Lack of probabilities for projects
-Loss of confidence and self-esteem.

Consequences:
-Inmovilism.
-Every day uncertainty.
-Hopelessnesss.

Needs:
-Workable projects.
-Self confidence. Self- esteem.
-¨Supplement for the soul¨, mystics.

UPROOTMENT:

Causes:
-Identification: Homeland- Revolution- Nation-Ideology.
-Dismantling of civil society( autonomous and with initiative)
-Omnipresent and totalitarian policy.

Consequences:
-Permanent internal and external exile.
-Preference and over-evaluation of the ¨foreign" element

Need:
-Differenciate and distinguish between Homeland-Party- Ideology-Nation.
-Rebuilding civil society- intermediate organizations.
-Proper civic and political education.
-Differenciate between "partidist policy" and "politics" as the searching for the common good.
-Develop the creation of civil and eclesial communities as spaces for freedom and participation.

1.2. HUMAN FRAGILITY.

Causes:
-Blocking to man as a free and responsible person and as the protagonist of personal and social history.
-Paternalism- State Authoritarism.
-Invation by the state to intimacy, family, conciousness,natural groups and to the process of personification and socialization, etc.
-Permanent and indescribable fear.

Consequences:
-Antropologic failure
-Lack of personal freedom and social liberties
-Lack of responsibility and personal integrity
-Lack of creativity and iniciative, or at least they are blocked or inhibited.
-Hypocrisy, double morality , ¨political masks¨.
-Fragility facing the necessary risk, unpersonification,

Needs:
-To promote man as a person: his dignity, integrity and trascendent vocation.
-Humanist project for Cuba renovated in Christ.
-To unblock creativity, self management and social expresion.

1.4. This is a challenge to he church and it is viewed as a NEW EVANGELIZING PROJECT
We consider that the ¨new evangelizating project" should be expliscit in the announcement of the full and trascendent dignity of all human beings during their historical protagonism as persons and as Sons of God in Jesus Christ.
The human promotion is an essential dimension in evangelizing and a part o it . They both are strongly related. Human promotion is a privileged expresion of the New Evangelizing project because of the deterioration that has suffered the human person in the context we are living in.
In order to find an answer to this new challenge, the church in Pinar del Río has considered very proper , necessary and convenient to create a Civic and Religious Education Center illumined by the Social Doctrine of the Church which is not restricted to the catholic laics but it´s open to all good- willed men and it's a sign to the pastoral requirement of the church for the whole Cuban society.
